Jiun-zan Houzen-ji was founded in 828 CE in what is now Inashiki, Ibaraki, by Houzen-dojin, with the Thousand-Armed Kannon as the principal image. It developed as a votive temple of Emperor Junna, and in 1713 was designated as one of the eight Kanto Danrin, flourishing as a center for monk training. The current main hall was rebuilt in 1842 after two fires, and the Niomon gate was relocated in 1869 from the Hie Shrine in Kojimachi, Tokyo, said to have been built by Ota Dokan during the Bunmei era. The temple is beloved locally as the Kannon of Ono.
